Paul Kramer is a historian at Vanderbilt University who specializes in the United States' international history and the politics of inequality. He is the author of the prize-winning book "The Blood of Government: Race, Empire the United States and the Philippines" (2006). He has also written a number of pieces for The New Yorker, including "The Water Cure," on the US military's use of torture at the turn of the 20th century; "A Useful Corner of the World: Guantanamo," on how the United States got the naval base at Guantanamo, and "A Border Crosses," on the strange career of the US-Mexico border between El Paso and Ciudad Juarez.
